Functional Responsibilities

The Monitoring and Evaluation Senior Officer will be responsible for the following but not limited to:

  1. Reporting System Development and Operationalization
  2. Ensure System Quality and Consistency
  3. Promote System Use
  4. Knowledge Management

Reporting System Development and Operationalization

  • Provide technical inputs into the design and implementation of world bank project monitoring and evaluation system, policies, tools, processes.
  • Develop and/ or modify indicators, operational  definitions and guidance notes in conformity to changing Access’s response including public health, education and WASH facilities.
  • With the Project Coordinator/team, develop implementing partner (IP) M&E activities, targets, budgets and log frames.
  • Contribute to a target setting of EHO and CSO grants by providing technical inputs.
  • Foster internal coordination, planning and learning by organizing learning and planning sessions, documenting best practices and supporting internal program linkages and planning processes.

Ensure System Quality and Consistency

  • Act as a focal technical person to organize / provide training and sharing sessions on reporting to implementing partners.
  • Contribute M&E expertise for regular coordination with stakeholders for this World Bank  funded project.
  • Monitor and analyze IP performance, and propose any initiative that may be necessary, including termination of, or adjustments to actions to ensure compliance with Fund policy and priorities.

Promote System Use

  • Review/ clearance of technical and financial reports of IPs, focusing on data quality and M&E activity implementation.
  • Oversee data collection, data entry and analysis processes to measure progress and achievements according to the M&E plan.

Education/Experience/Language requirements

Education

  • A Masters Degree in Public Health, Economics, Development Studies, Business Management/Administration, Project Management and/or other relevant field of studies is required.
  • A Bachelors Degree in combination of two additional years of experience may be accepted in lieu of the Masters Degree requirement.

Experience:

  • At least two (2) years relevant experience in Monitoring and Evaluation  for Masters degree holders. OR (four) 4  years relevant experience in in Monitoring and Evaluation for Bachelor degree holders.
  • Proven experience in dealing with government, INGOs and UN agencies stakeholders is an added advantage.

Language Requirements:

  • Fluency in English (Reading, Speaking & Writing) is required.

Contract type, level and duration

  1. Contract type: Local Individual Contract Agreement (LICA)
  2. Contract level: LICA-9
  3. Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
