Job Description

Project Background

UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building and technical assistance. UNOPS is selected to manage and implement the project by creating a project management unit (PMU). This unit will be formed by a group of experts and specialists in the relevant matters and will lay the groundwork for institutional capacity strengthening through the establishment of a Technical Assistance Management Unit (TAMU). The TAMU will be composed of a group of Technical Assistants and experts, recruited and supervised by UNOPS personnel that would implement part of the project activities. The unit will be managed by the UNOPS for the duration of the project. TAMU will oversee the mapping of the necessary human resource requirements and potential interventions aimed at boosting the capacity of the Ministry.

Duty station: Addis Ababa, Ethiopia.

Under the direct supervision of the TAMU Project Coordinator and with support of the Technical Specialists, the Project Management Support Analyst is expected to support in

  1. Data management: Data Collection & Cleaning, Data Analysis, visualization & Interpretation
  2. Data Modelling & Machine Learning
  3. Big Data Processing & Integration
  4. Insight Generation & Strategic Decision Support
  5. M&E, Knowledge Management, Innovation and capacity building

Data Management

  • Data collection, structuring, quality management, analysis and presentation, and their intersection with policies, processes and project implementation
  • Work with Project Managers to identify data analysis and visualization needs to develop tailored processes and tools to address the data quality and integrity needs
  • Design, conduct, document and present analyses on complex and connected data, proposing and testing hypotheses, deriving statistics, trends and insights, and proposing improvements to the project manager for incorporation in projects and processes
  • Conduct rigorous data quality analysis and testing of data sources and tools
  • Support the development of automated and interoperable information management systems and dashboards to enable the translation of raw data into interactive visual platforms to track real-time progress and inform decision making.
  • Maintain and update the MIS platforms to ensure that PM data are readily available.
  • Compile and analyse data to support the PMs in the preparation of monthly, quarterly, and annual reports as well as ad hoc updates which provide comprehensive insight to the progress, constraints, gaps, and lessons of the project both to internal and external stakeholders.
  • Conducts and shares project performance analysis and supports Program Management Office and Leadership team in making informed decisions
  • Support the Project Teams in preparing briefing materials on project performance and status, as required.
  • Other related technical and analysis support as required with support of the Data Specialist

Education

  • A first-level university degree (Bachelor’s Degree or equivalent) in data analytics/analysis, data science, computer science, software engineering or similar is required.
  • An advanced university degree (master’s degree or equivalent) in the above-mentioned subjects is an asset.

Certification

  • PRINCE2 Foundation or equivalent is an advantage

Experience

  • At least two (2) years relevant work experience (with a first-level university degree) working with Management Information Systems (MIS), data analytics, Enterprise Resource Management Systems (ERP) and/or reporting systems, Project management is required.
  • Experience with web-based applications and Google-Suite products, especially google docs, sheets, slides and forms is an asset.
  • Demonstrated experience in data visualisation, analytics and information management.
  • Previous Experience in a UN environment, civil society organizations and/or non-governmental organizations is highly desired.
  • Knowledge and experience of Monitoring and Evaluation practices is an advantage.
  • Knowledge of and experience using the Google Cloud Platform (GCP) (including Big Query) is considered an asset.
  • Experience with scripting languages (e.g. Python, SQL, Google Apps Script, JavaScript, Machine learning) is desirable.
  • Experience with power BI, Google looker studio ODK (Open Data Kit), or KoBo Toolbox is an asset.

Language Requirements

  • Fluency in oral, reading and written English is required
  • Knowledge of another UN official language is an asset

Contract

  • Contract type: Local Individual Contractor Agreement (LICA)
  • Contract level: LICA 8(ICS 8)
  • Contract duration: One year initially, renewable subject to satisfactory performance and funding availability.
