Project: Smart Cities Integration into the National Urban Policy (NUP)
This project focuses on embedding smart cities principles and technologies within Egypt’s National Urban Policy framework. The aim is to strengthen urban governance, resilience, and sustainability by leveraging data, innovation, and digital transformation to improve service delivery, mobility, environmental monitoring, and citizen engagement.
By developing smart cities components aligned with Egypt’s Vision 2030 and the New Urban Agenda, the project supports both local and national decision-makers in transitioning towards digital, inclusive, and evidence-based urban planning.
Duty station: Cairo, Egypt.

The candidate will fulfill the following duties and responsibilities:
The Project Officer will be responsible for planning, implementing, and managing activities related to adding smart cities and technologies under the National Urban Policy (NUP), including stakeholder coordination, donor engagement, strategic oversight, and resource mobilization as follows:
- Project Implementation & Coordination
- Coordinate all aspects of the smart cities and technologies integration project under the NUP framework.
- Facilitate collaboration with ministries, governorates, municipalities, and technology partners to ensure effective implementation.
- Serve as focal point for coordination with donors and relevant development partners, ensuring timely reporting and alignment with donor expectations.
- Monitor project deliverables, schedules, and budget to ensure alignment with donor and UN-Habitat requirements.
- Smart Cities and Technologies Integration
- Lead the process of integrating smart cities and urban technologies into urban planning tools and policy documents.
- Identify and support the implementation of digital solutions in key urban sectors such as energy, transport, environment, housing, and e-governance.
- Ensure alignment of activities with national strategies, global best practices, and donor frameworks.
Education/Experience/Language requirements
Education: A first-level university degree in Political science, Economics or Public Policy is required. Advanced degrees are desirable.
Experience: A Minimum of two 2 years of experience in project coordination, stakeholder engagement, and field operations is required. Expertise in community development is required and past experience in multi-stakeholder projects, previous experience with government institutions, private sector actors, and donors is desirable.
Language: Fluency in oral and written Arabic and English is required.
Contract type, level and duration
- Contract type: ICA
- Contract level: Local ICA Specialist, level 8
- Contract duration: 12 months (Renewable according to budget availability and performance satisfaction
