Job Description
The United Nations Human Settlements Programme (UN-Habitat) is the UN agency focused on promoting a better urban future. Its mission is to advance socially and environmentally sustainable human settlements and ensure adequate shelter for all. This position is based in the Egypt Country Programme, located at the Cairo duty station. The selected candidate will work under the overall guidance and direct supervision of the Egypt Country Programme Manager.

Functional Responsibilities
Duties and responsibilities
The candidate will fulfill the following duties and responsibilities:
- Supports the development of strategic partnerships with key stakeholders, including government entities, donors, private sector partners, and international financial institutions (IFIs), ensuring alignment with UN-Habitat’s priorities in Egypt.
- Conducts research, mapping, and analysis to identify emerging opportunities with donors, UN agencies, governments, IFIs, intergovernmental organizations, foundations, NGOs, academia, and the private sector. Provides strategic insights to inform engagement efforts.
- Assists in the design, formulation, and negotiation of new projects and programmes, drafting concept notes, project proposals, budgets, and legal agreements to support resource mobilization and programme expansion.
- Monitors funding opportunities and calls for proposals, collaborating with programme managers to craft compelling submissions that align with donor priorities and UN-Habitat’s mandate.
- Coordinates high-level engagements and communications with strategic counterparts, ensuring effective representation of UN-Habitat’s priorities in discussions with government agencies, donors, and other key stakeholders.
- Oversees programme monitoring and evaluation, ensuring financial and operational oversight of projects, tracking expenditures, preparing budget revisions, and optimizing resource allocations.
- Leads the preparation of reports, briefings, and strategic documents, synthesizing programme insights, financial updates, and policy trends to support decision-making and external engagement.
- Represents UN-Habitat in relevant meetings, working groups, and discussions, articulating the organization’s mandate, contributions, and priorities to partners and stakeholders.
- Supports programme implementation by coordinating operational and administrative tasks, including procurement, recruitment, travel arrangements, and financial disbursements, ensuring compliance with UN policies and donor requirements.
- Enhances knowledge management and communications, developing reports, newsletters, and outreach materials to strengthen visibility and engagement with external partners.
Education/Experience/Language requirements
Education:
A first level university degree in political or social sciences, engineering, international development, Business administration or related field is required.
Experience:
A minimum of two 2 years of progressively responsible experience in programme or project administration/coordination, technical cooperation, international development or related area is required.
A solid understanding of issues concerning sustainable urban development is desired.
Experience working with United Nations or any other international agencies is an asset.
Language:
Fluency in oral and written Arabic and English is required.

- Contract type: ICA
- Contract level: Local ICA Specialist 8
- Contract duration: 12 months (Renewable according to budget availability)
