As a Partnerships Analyst, you will support partnership development, resource mobilisation, project formulation and strategic positioning, working with governments, donors, UN entities, international financial institutions and other key stakeholders.

You will gain exposure to high-level partnership development and business development activities while helping transform opportunities into impactful projects.

🎯 ROLE PURPOSE

Working under the global leadership of the Multi-Country Office Director and reporting directly to the Partnerships and Communication Team Lead, you will:

  • Identify and develop new business and project opportunities.
  • Support resource mobilization and funding strategies.
  • Build and maintain relationships with partners and donors.
  • Develop and advance the project and partnership pipeline.
  • Support UNOPS’ strategic positioning across the multi-Country Office countries.
  • Translate partner priorities and development needs into viable project opportunities.

🔑 KEY RESPONSIBILITIES

01 | PROJECT DEVELOPMENT & POSITIONING

Identify Analyse Develop Position

  • Identify and assess potential projects aligned with UNOPS’ mandate and strategic priorities.
  • Analyse government programmes, donor strategies, development priorities and emerging needs.
  • Develop Expressions of Interest, Concept Notes, Proposals, Capacity Statements and Logical Frameworks.
  • Coordinate with internal teams and prospective partners to formulate project concepts.
  • Develop initial estimates of project scope, effort and costs.
  • Position UNOPS’ capabilities, operational expertise and project management experience against partner needs.
  • Prepare partner profiles, opportunity assessments, briefing notes, talking points and presentations.
  • Participate in discussions with prospective partners and ensure effective follow-up.
  • Maintain and analyse project opportunities and partner intelligence to support pipeline prioritisation.

02 | PARTNERSHIPS & RESOURCE MOBILISATION

Map Engage Mobilise Deliver

  • Identify and assess partnership and funding opportunities.
  • Map governments, UN entities, bilateral and multilateral donors, development banks, foundations, NGOs, civil society and private-sector partners.
  • Track donor priorities, funding cycles, mechanisms and partnership modalities.
  • Build and maintain strong relationships with existing and prospective partners.
  • Prepare substantive inputs for donor meetings, strategic missions and consultations.
  • Coordinate opportunities from initial identification through project formulation and approval.
  • Support the refinement and negotiation of partnership and project documentation.
  • Contribute to the implementation of the Multi-Country Office’s partnership and resource mobilisation priorities.

Master’s Degree
International Affairs, Business Administration, Development Studies or a related field
→ No minimum relevant experience required

Bachelor’s Degree
International Affairs, Business Administration, Development Studies or a related field
Minimum 2 years of relevant experience required

💼 EXPERIENCE

REQUIRED

✔️ At least 2 years of relevant experience in partnership development, resource mobilisation or project development with a Bachelor’s degree.

✔️ Experience working directly with internal and external partners, including governments and international donors.

✔️ Demonstrated experience in professional proposal writing.

DESIRABLE

⭐ Previous experience working in North Africa.

⭐ Good knowledge of Google Workspace and web-based management systems.

⭐ Previous experience with UNOPS or other UN agencies.

🌐 LANGUAGE REQUIREMENTS

Language Requirement
🇬🇧 English Fluent — Required
🇫🇷 French Basic — Desirable
🇪🇬 Arabic Basic — Desirable
